Sounds like asking the foxes to design a henhouse. Downunder there are recognition of indigenous communal moral rights. I think the legal debate has lost sight of the purpose of the law. From Customary Lore evolved Common Law (OK Statute of Anne was just plain government heavy-handed control) but with the passage in US constitution (limited rights to progress science/arts) it abandoned the moral rights highroad ... devolving to Commercial Lures now (are people willing to give up privacy for a virtual badge?)
